can lock using oracle Procs. Say, there's a table 1 and table 2. for table 1 with col1 and col2. col2 can be used for storing the preferences for locking say Y or N. based on table 2 , table 1 can be locked based on conditions.when lock is removed u have to delete the record.
The above is the logic, there could be simpler method also, which i'm not very sure.
